== Fascism, Racism, and Ethnic Purification ==

Fascism frequently presented the nation as an organic community united by blood, ancestry, culture, religion, or historical destiny. Rather than treating citizenship as a legal status available to equal individuals, fascist movements often defined national membership through inherited characteristics and loyalty to an ethnically imagined people. Groups portrayed as racially, culturally, religiously, or politically alien could therefore be excluded from the national community.

The extent and form of racism varied among fascist movements. German National Socialism placed biological race at the center of its worldview, while Italian Fascism developed a more explicit racial system through colonial conquest, antisemitic legislation, segregation, and its alliance with Nazi Germany. Romanian, Croatian, Slovak, Hungarian, and other authoritarian nationalist movements combined racial, religious, and ethnic hostility in different ways. Despite these differences, many shared a desire to create a homogeneous nation by excluding, assimilating, expelling, sterilizing, enslaving, or killing those classified as outsiders.

=== The Fascist Conception of the Nation ===

Fascist nationalism rejected the idea that the nation was simply a political community composed of citizens. The nation was instead represented as a living organism whose health depended on unity, discipline, hierarchy, sacrifice, and the elimination of internal division. Individual rights were subordinated to what fascist leaders described as the survival and regeneration of the national body.

This organic conception of the nation encouraged movements to divide society between authentic members and dangerous outsiders. Jews, Roma, Black people, Slavs, disabled people, colonial subjects, immigrants, political dissidents, religious minorities, and other targeted populations were accused of weakening the nation from within. Fascist propaganda portrayed these groups as sources of degeneration, criminality, disease, disloyalty, demographic decline, or cultural contamination.

Ideas about national rebirth were therefore closely connected to purification. Fascist movements promised to restore an imagined past in which the nation had supposedly been united, powerful, and ethnically coherent. Violence against excluded groups could then be presented not as aggression but as national defense, biological necessity, or historical renewal.

=== Nazi Racial Ideology and the Biological State ===

Nazi ideology treated history as a racial struggle in which supposedly superior and inferior populations competed for survival. The so-called Aryan or Germanic race was portrayed as the creator of civilization, while Jews were described as a destructive racial enemy. Roma, Black Germans, disabled people, Poles, Soviet peoples, and other populations were placed within an elaborate hierarchy of racial value.

After taking power in 1933, the Nazi regime transformed racial doctrine into state policy. Laws restricted marriage, reproduction, employment, education, property ownership, political participation, and citizenship. The Nuremberg Laws deprived Jews of full citizenship and prohibited marriages and sexual relationships between Jews and people classified as German or related blood.

The Nazi state relied on doctors, anthropologists, geneticists, teachers, police officers, judges, civil servants, and local administrators to apply racial classifications. Scientific language gave persecution an appearance of technical legitimacy. Measurements, genealogical records, medical examinations, and family histories were used to decide who belonged to the national community and who would be segregated, sterilized, deported, or killed.

Racial policy was not static. It developed through escalating stages that included exclusion from public life, economic dispossession, compulsory sterilization, imprisonment, forced labor, deportation, mass shooting, starvation, medical killing, and industrialized murder.

=== Eugenics and Reproductive Purification ===

Fascist racial policy sought to control not only territory and citizenship but also reproduction. Nazi racial hygiene divided the population between people considered biologically valuable and those labeled hereditary burdens. The regime encouraged births among selected Germans while attempting to prevent targeted populations from reproducing.

Compulsory sterilization affected hundreds of thousands of people classified as having hereditary illnesses, intellectual disabilities, psychiatric conditions, epilepsy, alcoholism, or other supposedly undesirable characteristics. Roma, Black Germans, multiracial children, and people considered socially deviant were also subjected to sterilization or reproductive persecution.

The Lebensborn program supported maternity care and child-rearing for people regarded as racially valuable. At the same time, children in occupied territories who were believed to possess desirable Germanic characteristics could be removed from their families, transferred to German institutions, and raised as Germans.

These policies demonstrated that fascist purification operated through both positive and negative eugenics. The state encouraged the reproduction of populations it favored while preventing the birth, family formation, or survival of those it rejected.

=== Territorial Expansion and Population Engineering ===

Fascist expansionism was closely connected to ethnic engineering. Nazi plans for Lebensraum envisioned the conquest and colonization of Eastern Europe. Existing populations would be expelled, enslaved, starved, assimilated, or physically destroyed to create space for German settlement.

In annexed Poland, Nazi authorities classified inhabitants according to ancestry, language, political behavior, and perceived racial value. Some people were conditionally incorporated into the German national community, while others were dispossessed and deported. Jews were targeted for near-total removal, and Polish communities were subjected to forced labor, cultural destruction, child abduction, imprisonment, and mass murder.

Germanization policies attempted to erase local identities and replace them with German language, culture, administration, and settlement. Schools, churches, property systems, urban planning, and population registers became instruments of racial colonization.

Population engineering also appeared in fascist and fascist-allied states outside Germany. Romanian nationalists promoted territorial colonization, population exchange, deportation, and ethnic cleansing. The Ustaša regime in Croatia attempted to create an ethnically and religiously homogeneous state through the mass killing, expulsion, and forced conversion of Serbs, Jews, Roma, and political opponents.

=== Fascist Italy and Colonial Racism ===

Italian Fascism initially used an imperial and cultural language of national superiority, but colonial conquest encouraged the regime to adopt increasingly explicit racial policies. The invasion of Ethiopia and the consolidation of Italian rule in Libya and East Africa intensified ideas about white supremacy, racial separation, and the need to protect Italian identity from colonial populations.

Colonial authorities imposed segregation in housing, transportation, employment, education, commerce, and public space. Urban planning in cities such as Addis Ababa was used to separate Italian settlers from African residents. Markets, roads, administrative districts, and residential zones were designed to make racial hierarchy part of everyday life.

The regime also restricted interracial relationships. African women were frequently exploited by Italian soldiers and officials, but Fascist authorities later condemned such relationships as threats to racial prestige and colonial order. Laws attempted to prevent marriage, cohabitation, and the recognition of mixed families.

Fascist propaganda portrayed Africans as primitive, exotic, subordinate, and dependent on Italian rule. Museums, guidebooks, newspapers, schools, advertisements, and visual culture helped normalize colonial domination. These representations depicted empire as a civilizing mission while concealing forced labor, mass violence, deportation, concentration camps, and other colonial crimes.

Italy’s 1938 racial laws extended exclusion to Italian Jews. Jewish citizens were removed from schools, universities, government institutions, military service, professions, and parts of economic life. Although Italian racism differed from Nazi ideology in its development and administration, Fascist Italy created its own system of racial classification and persecution.

=== Antisemitism, Religion, and Fascist Politics ===

Antisemitism was one of the most powerful mechanisms through which fascist movements constructed an internal enemy. Jews were portrayed as simultaneously capitalist and communist, cosmopolitan and separatist, weak and secretly powerful. These contradictory accusations allowed antisemitism to explain almost any political, economic, or cultural crisis.

Religious prejudice sometimes merged with biological racism. Christian anti-Jewish traditions could be transformed into claims that Jews represented a permanent racial threat. In Italy, some Catholic publications and clerical fascists opposed particular forms of biological racism while supporting discriminatory measures against Jews on religious or cultural grounds.

Romanian fascism combined Orthodox symbolism, religious nationalism, martyr worship, and antisemitic violence. The Iron Guard represented the nation as a sacred community requiring sacrifice and purification. Jews were depicted as alien to the spiritual and ethnic character of Romania.

Religious institutions and clergy did not respond uniformly. Some supported authoritarian nationalism, racial exclusion, or forced conversion, while others resisted persecution or assisted victims. The relationship between fascism and religion therefore depended on local institutions, political alliances, and competing interpretations of faith.

=== Romania, Croatia, and Eastern European Fascism ===

Romanian fascist and authoritarian movements promoted the idea that the nation had to be liberated from Jews and other allegedly foreign influences. The Iron Guard used political assassination, street violence, religious ritual, and antisemitic propaganda. Under the Antonescu dictatorship, Romanian authorities participated in pogroms, deportations, forced labor, and mass murder.

The Iași pogrom demonstrated the involvement of government officials, police, military personnel, and civilians in organized anti-Jewish violence. In Romanian-occupied Transnistria, Jews and Roma were subjected to deportation, shootings, imprisonment, starvation, disease, and exposure.

In the Independent State of Croatia, the Ustaša regime pursued an especially violent program of ethnic and religious purification. Serbs were killed, expelled, or pressured into conversion, while Jews and Roma were subjected to dispossession, imprisonment, deportation, and mass murder.

The Jasenovac camp system became one of the principal sites of Ustaša terror. Prisoners experienced forced labor, starvation, torture, and killing. The regime’s attempt to produce a pure Croatian state demonstrated how fascist ultranationalism could escalate into genocide when state power, paramilitary violence, ethnic mythology, and territorial ambition were combined.

=== Vichy France and Racial Citizenship ===

The Vichy regime in France adopted its own antisemitic legislation rather than merely implementing German orders. Jews were excluded from public employment and professional life, deprived of property, arrested by French police, interned, and deported.

Vichy racial policies also affected North Africa. In Algeria, Morocco, and Tunisia, Jewish communities faced loss of rights, occupational restrictions, educational quotas, confiscation, internment, and forced labor. Colonial citizenship systems made it possible to impose different legal conditions on groups according to religion, ancestry, and imperial status.

The Vichy example illustrates how authoritarian regimes could collaborate in racial persecution while retaining their own ideological motives, bureaucratic institutions, and national objectives.

=== Bureaucracy, Science, and Ordinary Participation ===

Fascist ethnic purification depended on more than charismatic leaders or ideological extremists. It required institutions capable of identifying, categorizing, dispossessing, transporting, imprisoning, and killing large populations.

Civil servants prepared racial registers and property records. Judges interpreted discriminatory laws. Police conducted arrests, raids, deportations, and mass shootings. Doctors selected victims for sterilization or death. Teachers transmitted racial ideology. Businesses used forced labor or benefited from confiscated property. Local officials enforced segregation and resettlement.

Ordinary citizens also participated by reporting neighbors, occupying confiscated homes, joining paramilitary organizations, spreading propaganda, or assisting state authorities. Denunciations allowed personal conflicts and material interests to become part of racial persecution.

At the same time, individual behavior varied. Some people collaborated enthusiastically, others complied passively, and some resisted or protected targeted neighbors. Fascist violence was produced through the interaction of ideology, institutions, wartime conditions, personal choices, and opportunities for material gain.

=== From Exclusion to Ethnic Cleansing and Genocide ===

Ethnic purification developed along a spectrum. Initial measures could include propaganda, surveillance, citizenship restrictions, school exclusion, professional bans, segregation, or limitations on marriage. These policies isolated targeted populations and made further persecution easier.

Economic dispossession transferred businesses, homes, farms, and personal property to the state or favored members of the national community. Deportation and forced resettlement removed populations from strategically important territories. Concentration camps and forced-labor systems transformed excluded people into exploitable labor.

War and territorial conquest accelerated radicalization. Populations previously treated as undesirable minorities could be redefined as security threats, partisan supporters, biological enemies, or obstacles to colonization. Forced removal could then escalate into mass shooting, starvation, organized killing, and genocide.

The Holocaust represented the most systematic attempt to annihilate an entire population defined as a racial enemy. Nazi Germany and its collaborators murdered approximately six million Jews while also persecuting and killing millions of Roma, disabled people, Poles, Soviet prisoners of war, political opponents, and other targeted groups.

=== Colonialism and the Global Dimensions of Fascism ===

Fascist racism did not develop only within European borders. It drew on older colonial practices involving racial hierarchy, forced labor, segregation, population removal, and the belief that supposedly superior peoples had the right to dominate others.

Italian rule in Africa connected Fascism to settler colonialism and white supremacy. Nazi plans for Eastern Europe adapted colonial concepts to the European continent. German officials imagined Poland, Ukraine, and neighboring territories as spaces for settlement, extraction, and racial reorganization.

Imperial Japan’s rule in Manchuria also combined militarism, authoritarian planning, managed ethnic hierarchy, police repression, and claims of civilizational leadership. German, Italian, and Japanese leaders envisioned large territorial blocs organized around dominant nations and subordinate populations.

Anticolonial activists recognized these connections. Opposition to Italy’s invasion of Ethiopia, for example, united African, Asian, and diasporic movements that understood Fascism as both a European dictatorship and a form of racial imperialism.

=== Memory and Continuing Legacies ===

The defeat of the Axis powers ended the principal fascist regimes, but racial ideas and social hierarchies did not disappear. Postwar governments and societies often minimized colonial atrocities, distinguished national fascism from foreign Nazism, or portrayed collaboration as the work of a small number of extremists.

Antisemitic, anti-Roma, anti-Black, anti-Slav, and colonial stereotypes survived in political culture, institutions, and public memory. Former colonial subjects frequently encountered societies that continued to define national identity as white, Christian, culturally uniform, or ethnically homogeneous.

Contemporary far-right movements may avoid openly biological language while promoting similar exclusions through claims about culture, migration, security, demographic replacement, religious incompatibility, or national authenticity. Racism can therefore remain central even when movements deny being racist.

The history of fascist purification shows that extreme violence is rarely introduced all at once. It is prepared through language, classification, legal discrimination, institutional cooperation, dehumanization, and public acceptance of unequal rights.

=== Conclusion ===

Fascism transformed racism from prejudice into a principle of political organization. By defining the nation as an ethnic, racial, religious, or biological community, fascist regimes created categories of people whose rights and lives were considered less valuable.

The methods of purification varied across countries. They included assimilation, segregation, citizenship deprivation, colonial domination, reproductive control, forced conversion, population exchange, deportation, forced labor, ethnic cleansing, and genocide. Nazi Germany developed the most comprehensive racial state, but related practices appeared in Fascist Italy, Romania, Croatia, Vichy France, Slovakia, Hungary, Japanese-occupied territories, and other authoritarian systems.

These policies depended on more than ideology. They required laws, bureaucracies, scientific institutions, police forces, military organizations, religious networks, businesses, propagandists, and ordinary participants. The movement from exclusion to mass violence became possible when institutions accepted the premise that certain populations did not belong.

Understanding this history is essential because ethnic purification often begins with apparently limited measures: defining authentic citizenship, restricting minority rights, portraying demographic diversity as a threat, and demanding the removal of internal enemies. Fascist violence demonstrates the consequences of allowing nationalism, racism, pseudoscience, colonial ambition, and state power to combine in the pursuit of an imagined homogeneous society.
