== Liberal Imperialism Versus Authoritarian Imperialism ==

This page surveys academic research comparing liberal and authoritarian forms of imperial rule. While liberal empires frequently justified expansion through claims of constitutional government, commerce, modernization, and civilization, authoritarian empires often emphasized centralized authority, nationalism, military power, and direct political control. The scholarship collected here demonstrates that the distinction between the two models is often more complex than political rhetoric suggests. Many liberal empires relied upon authoritarian practices in their colonies, while authoritarian empires also employed legal institutions, economic development, and ideological claims to legitimize imperial rule.

=== Liberal Imperialism as a Political Tradition ===

Many scholars argue that nineteenth- and twentieth-century liberal thinkers frequently reconciled commitments to liberty and representative government with support for overseas empire. Liberal imperialism often portrayed colonial rule as temporary trusteeship intended to prepare subject populations for civilization, constitutional government, economic development, or self-government.

Research examines the role of thinkers such as Alexis de Tocqueville, John Stuart Mill, and numerous British and French liberals in developing theories that distinguished between populations considered ready for political liberty and those believed to require authoritarian administration.

=== Constitutional Liberalism and Colonial Authoritarianism ===

One of the strongest themes throughout the literature is the coexistence of liberal constitutional government within the imperial homeland and authoritarian government within colonial territories.

Numerous studies describe colonial administrations that employed:

* Emergency powers
* Military rule
* States of exception
* Racial legal systems
* Censorship
* Collective punishment
* Forced labor
* Detention camps
* Restricted political participation

These systems frequently operated alongside democratic institutions within the imperial metropole.

=== British and French Liberal Empires ===

The British and French empires receive extensive attention throughout the scholarship.

Researchers examine:

* Representative institutions at home versus authoritarian colonial administration abroad
* Liberal reform movements alongside imperial expansion
* Humanitarian rhetoric accompanying coercive governance
* Settler colonialism and indigenous displacement
* Colonial emergency laws
* Constitutional dualism
* Economic modernization used to justify imperial rule

Many studies conclude that imperial governance often depended upon exceptional legal authority despite official commitments to liberty and constitutionalism.

=== Liberal Thinkers and the Justification of Empire ===

Several works investigate how major liberal philosophers incorporated empire into broader theories of political development.

Common justifications included:

* Civilizing missions
* Historical progress
* Commercial expansion
* International law
* National development
* Preparation for self-government

Critics argue these frameworks frequently created unequal standards of political rights based upon race, culture, religion, or perceived levels of civilization.

=== Comparative Imperial Governance ===

The collected scholarship compares liberal and authoritarian empires across numerous historical settings.

Examples include:

* British Empire
* French Empire
* Russian Empire
* Japanese Empire
* American global influence
* European colonial administrations

Rather than treating liberal and authoritarian empires as entirely distinct categories, many studies identify significant overlap in administrative techniques, legal institutions, economic objectives, and political control.

=== Liberal International Order and Informal Empire ===

Modern debates extend beyond classical colonialism.

Several authors examine whether contemporary international institutions and great-power leadership represent new forms of informal empire.

Topics include:

* American global leadership
* Liberal international order
* International organizations
* Democracy promotion
* Military intervention
* Humanitarian intervention
* Economic influence
* Alliance systems

Supporters argue these institutions differ fundamentally from historical empire, while critics contend they preserve hierarchical relationships characteristic of earlier imperial systems.

=== Authoritarian Imperialism ===

The collection also examines imperial systems built upon authoritarian political institutions.

Case studies include:

* Imperial Russia
* Soviet and post-Soviet neo-imperial ideas
* Imperial Japan
* Fascist expansion
* Military occupation
* Nationalist authoritarianism

These works emphasize centralized executive authority, territorial expansion, state-directed nationalism, military power, and the suppression of political opposition.

=== Colonial Institutions and Long-Term Legacies ===

Many studies investigate how imperial institutions continued to influence postcolonial societies after formal independence.

Recurring themes include:

* Legal institutions
* Political parties
* Bureaucracies
* Property systems
* Representative government
* Economic development
* State capacity
* Democratization
* Authoritarian persistence

Researchers conclude that colonial administrative structures often shaped later political outcomes for decades after independence.

=== Historical Memory and Decolonization ===

Another major area of scholarship concerns the ongoing political memory of empire.

Topics include:

* Transitional justice
* National memory
* Colonial violence
* Human rights
* Decolonization
* Anti-colonial movements
* Historical responsibility
* Public commemoration

These debates continue to influence domestic politics, international relations, and interpretations of modern liberal democracy.

=== Critiques of the Liberal–Authoritarian Distinction ===

Many scholars caution against drawing overly sharp distinctions between liberal and authoritarian imperial systems.

The literature argues that:

* Liberal empires often relied upon authoritarian methods overseas.
* Authoritarian regimes sometimes adopted legal and administrative institutions similar to liberal states.
* Economic incentives frequently shaped imperial expansion regardless of ideology.
* Imperial governance often combined coercion with reform.
* Colonial rule generally involved unequal political rights irrespective of the governing ideology.

Rather than viewing liberal and authoritarian imperialism as mutually exclusive categories, many authors describe them as overlapping models whose methods frequently converged in practice.

=== Conclusion ===

The scholarship demonstrates that imperialism has taken many institutional forms, but recurring patterns appear across ideological traditions. Liberal empires commonly justified expansion through constitutionalism, commerce, modernization, and universal values while simultaneously employing authoritarian mechanisms within colonial territories. Authoritarian empires generally emphasized centralized authority, nationalism, and military power but likewise adopted legal, economic, and administrative institutions to stabilize imperial rule. Comparative research therefore suggests that differences between liberal and authoritarian imperialism often existed more in political justification than in many of the practical techniques used to govern subject populations.

| Eugénie Mérieau | European Law Open | 2025] Examines how France
combined constitutional liberalism at home with authoritarian government
in Algeria. The article argues that colonial dictatorship was not merely
an exception to French liberalism but a governing technique through
which markets, settlement, and racial hierarchy were imposed.

=====Liberal Imperialism in Germany: Expansionism and Nationalism,
1848–1884===== [https://www.jstor.org/stable/j.ctt9qcnjs | Matthew P.
Fitzpatrick | Berghahn Books | 2008] Challenges the assumption that
German colonial expansion arose exclusively from authoritarian
conservatism. It traces the important role of national liberals,
commercial interests, and middle-class political movements in promoting
overseas expansion before formal colonization began.

=====A Turn to Empire: The Rise of Imperial Liberalism in Britain and
France=====
[https://press.princeton.edu/books/paperback/9780691127910/a-turn-to-empire
| Jennifer Pitts | Princeton University Press | 2005] Traces how
influential British and French thinkers moved from criticizing conquest

===The British and American Models of Liberal Empire===

=====The Progressive Case for American Power=====
[https://www.foreignaffairs.com/united-states/progressive-case-american-power
| Jonathan B. Petkun | Foreign Affairs | 2024] Defends continued
American international leadership from a progressive perspective while
responding to accusations of imperial domination. The argument
illustrates how liberal power is justified through alliances, collective
security, democratic values, and the provision of international public
goods.

=====Why American Power Endures=====
[https://www.foreignaffairs.com/united-states/why-american-power-endures-us-led-order-isnt-in-decline-g-john-ikenberry
| G. John Ikenberry | Foreign Affairs | 2022] Argues that American power
differs from traditional authoritarian empire because it is embedded in
alliances, institutions, negotiated rules, and relationships that give
weaker states some influence. Critics nevertheless question whether
unequal military and economic power makes the order imperial.

=====The Illiberal Tide=====
[https://www.foreignaffairs.com/united-states/illiberal-tide | Alexander
Cooley and Daniel H. Nexon | Foreign Affairs | 2021] Examines how
authoritarian powers and illiberal political movements challenge the

between liberal institutional influence and transnational networks that
support authoritarian rule and undermine democratic constraints.

=====Empire Strikes Back=====
[https://www.foreignaffairs.com/articles/2015-12-17/empire-strikes-back
| Niall Ferguson | Foreign Affairs | 2015] Reviews arguments that
empires have historically supplied order, trade, security, and
governance where nation-states could not. The article presents a
controversial defense of liberal empire while contrasting it with more
openly extractive or authoritarian imperial systems.

=====Empire Without End=====
[https://www.foreignaffairs.com/reviews/review-essay/2010-07-01/empire-without-end
| Robert D. Kaplan | Foreign Affairs | 2010] Discusses the persistence
of imperial structures and unequal influence despite the formal end of
colonialism. It considers how large states exercise control through
military presence, political pressure, economic dependency, and regional
hierarchies rather than formal annexation.

=====Democratic Imperialism: A Blueprint=====
[https://www.hoover.org/research/democratic-imperialism-blueprint |
Stanley Kurtz | Hoover Institution | 2003] Advocates using British rule
in India as a precedent for externally directed democratic
transformation in Iraq. The argument illustrates the liberal-imperialist
belief that temporary foreign domination can prepare another society for
constitutional and representative government.

=====The Anglophone Empire=====
[https://www.newyorker.com/magazine/2003/04/07/the-anglophone-empire |
Pankaj Mishra | The New Yorker | 2003] Compares the United States’
intervention in Iraq with earlier British imperial campaigns. Mishra
emphasizes the continuities in military power and civilizing rhetoric
while questioning whether modern communications, nationalism, and
resistance make liberal empire impossible to legitimize.

===Authoritarian and Continental Imperialism===

=====The Weakness of the Strongmen=====
[https://www.foreignaffairs.com/china/weakness-strongmen-stephen-kotkin
| Stephen Kotkin | Foreign Affairs | 2025] Examines structural
weaknesses within personalist and authoritarian governments. Although

may pursue external expansion, controlled buffer zones, and nationalist
confrontation while concealing institutional dysfunction.

=====Empires, Nation States and Democracies=====
[https://eml.berkeley.edu/~groland/pubs/UBSEMPIRES.pdf | Gérard Roland |
UC Berkeley | 2022] Compares empires, nation-states, and democracies as
distinct institutional arrangements. It considers tendencies toward
expansion, territorial fragmentation, cultural diversity, centralized
authority, public spending, and the political pressures that make
imperial government difficult to democratize.

=====The People’s Authoritarian=====
[https://www.foreignaffairs.com/reviews/review-essay/2018-06-14/peoples-authoritarian
| Timothy Frye | Foreign Affairs | 2018] Reviews research on Russian
authoritarianism and the relationship between state power and popular
opinion. It shows how nationalism, imperial memory, social expectations,
and regime-controlled institutions can produce public support for
authoritarian foreign policy.

=====Colonial and Occupier Legacies in New Democracies=====
[https://www.cambridge.org/core/books/authoritarianism-and-the-elite-origins-of-democracy/colonial-and-occupier-legacies-in-new-democracies/30A3AB62F330B2D30E74803A660E5108
| Michael Albertus and Victor Menaldo | Cambridge University Press |
2018] Examines how institutions created under colonial governments and
military occupations continue to shape later democracies. The chapter
demonstrates that transitions to electoral government often preserve
constitutions, property arrangements, and elite privileges designed by
authoritarian rulers.

=====The Myth of the Autocratic Revival=====
[https://www.foreignaffairs.com/articles/china/2009-01-01/myth-autocratic-revival
| Daniel Deudney and G. John Ikenberry | Foreign Affairs | 2009]

activists appropriated liberal language to demand rights,
representation, and social reform under colonial rule. Their arguments
exposed the contradiction between liberal principles and a government
based on foreign domination.

=====Colonial and Post-Colonial Eras=====
[https://www.cambridge.org/core/books/deep-roots-of-modern-democracy/colonial-and-postcolonial-eras/FAA41DE24FB54E10FD9C36ACCD37D48B

bodies, and local institutions influenced postcolonial democratization.

=====Colonial Institutions and Democracy: Resisted Transitions=====
[https://www.v-dem.net/media/publications/users_working_paper_14.pdf |
Jack Paine | V-Dem Institute | 2018] Investigates why representative

paper shows how colonial elites could create oligarchic legislatures
while resisting the extension of meaningful democratic rights to the
wider population.

=====Fates of Political Liberalism in the British Post-Colony=====
[https://assets.cambridge.org/97811070/12783/excerpt/9781107012783_excerpt.pdf
| Terence C. Halliday, Lucien Karpik and Malcolm M. Feeley | Cambridge
University Press | 2012] Introduces a comparative study of legal
professions, courts, political liberalism, and authoritarian power in
former British colonies. It asks why some postcolonial legal systems
defended civil liberties while others supported emergency rule and
executive domination.

=====Empire, Development and Colonialism: The Past in the Present=====
[https://www.jstor.org/stable/10.7722/j.ctt81pqr | Mark Duffield and
Vernon Hewitt, editors | Boydell & Brewer | 2009] Connects colonial

continuities between imperial administrative practices and contemporary
programs that seek to reform weaker states.

===Critiques of the Liberal–Authoritarian Distinction===

=====The US-Led Liberal Order: Imperialism by Another Name?=====
[https://academic.oup.com/ia/article/94/1/151/4762691 | Inderjeet Parmar
| International Affairs | 2018] Questions the sharp distinction between
liberal leadership and authoritarian empire. Parmar argues that the
American-led order was constructed through concentrated elite power,
racial and economic hierarchy, military intervention, and unequal access
to international decision-making.

=====Reordering the World: Essays on Liberalism and Empire=====
[https://www.jstor.org/stable/j.ctt1q1xqvt | Duncan Bell | Princeton

power. Bell demonstrates that liberal visions of international
cooperation have often been inseparable from projects of hierarchy and
imperial management.

=====Liberalism and Empire===== [https://www.jstor.org/stable/43289693 |

freedom, and colonial autocracy.

=====The Political Economy of Imperialism, Decolonization and
Development===== [https://doi.org/10.1017/S0007123410000232 | Erik
Gartzke and Dominic Rohner | British Journal of Political Science |
2011] Explains imperialism through changing calculations of military
power, economic extraction, and territorial control rather than the
declared ideology of the imperial state. This approach suggests that
liberal and authoritarian powers may display similar expansionist
behavior when incentives permit it.

=====Liberal Imperialism in Germany=====
[https://www.berghahnbooks.com/title/FitzpatrickLiberal | Matthew P.
Fitzpatrick | Berghahn Books | 2008] Shows that German imperialism had
significant roots in liberal nationalism, commercial expansion, and
constitutional politics before the era of authoritarian colonial
government. The study complicates efforts to assign liberal and
authoritarian imperialism to completely separate national traditions.

=====Empire Versus Democracy=====
[https://archive.globalpolicy.org/empire/challenges/overstretch/2007/0131empirevdemoc.htm
| Jonathan Freedland | The Guardian / Global Policy Forum | 2007] Argues
that maintaining overseas empire repeatedly conflicted with democratic
accountability within Britain. The article points to colonial wars,
repression in Kenya, and the Suez intervention as cases in which
imperial commitments undermined liberal political principles.

=====The Crisis of Liberal Imperialism=====
[https://resolve.cambridge.org/core/services/aop-cambridge-core/content/view/7413BA21E3A402C5D724F1F86347BEB4/9780511490439c6_p113-135_CBO.pdf/the-crisis-of-liberal-imperialism.pdf
| Duncan Bell | Cambridge University Press | 2007] Explains how
rebellion and instability forced British liberals to confront the
coercion required to maintain empire. As confidence in moral improvement
declined, liberal imperialism increasingly relied on racial solidarity,
strategic necessity, and the defense of global power.

=====Imperialism, Liberalism and the Quest for Perpetual Peace=====
[https://www.amacad.org/publication/imperialism-liberalism-quest-perpetual-peace
| Anthony Pagden | American Academy of Arts and Sciences | 2005] Traces
the idea that a universal empire could overcome international conflict
and create lasting peace. Pagden shows how this vision passed from
ancient imperial thought into European liberal theories of commerce,
civilization, international law, and global governance.

===Comparative Imperial Governance===

=====Colonial Origins of Democracy and Dictatorship=====
[https://www.cambridge.org/core/books/colonial-origins-of-democracy-and-dictatorship/809A38273620DB49903539950F4D0191
| Alexander Lee and Jack Paine | Cambridge University Press | 2024]
Compares the political institutions established by democratic and
authoritarian colonial powers across four centuries. The authors find
that democratic metropoles sometimes permitted restricted colonial
elections, while authoritarian empires generally prevented meaningful
electoral development.

=====Postcolonial Persistence=====
[https://www.cambridge.org/core/books/colonial-origins-of-democracy-and-dictatorship/postcolonial-persistence/A03DDDFFD535E52C86B11A2CE4E0BB27
| Alexander Lee and Jack Paine | Cambridge University Press | 2024]
Examines how colonial political institutions continued to influence
democracy and dictatorship after independence. Colonies with long
periods of competitive politics often developed stronger parties, while
territories denied electoral participation were more likely to
consolidate authoritarian regimes.

=====Colonialism and Democracy=====
[https://www.cambridge.org/core/books/colonial-origins-of-democracy-and-dictatorship/introduction/B29F62E683BA84FD676DAA997E5E5B35
| Alexander Lee and Jack Paine | Cambridge University Press | 2024]
Introduces a global comparison of elections and political representation
under colonial rule. It explains how metropolitan regime type, settler
interests, indigenous pressure, and imperial strategy shaped the limited
forms of democracy permitted within empires.

=====Civilized Barbarism: What We Miss When We Ignore Colonial
Violence=====
[https://www.cambridge.org/core/journals/international-organization/article/civilized-barbarism-what-we-miss-when-we-ignore-colonial-violence/229E08ACAECCB9AC479EC4DBB4EAC5E0
| Paul K. MacDonald | International Organization | 2023] Argues that
colonial warfare must be included in comparative studies of violence
against civilians. Liberal and authoritarian empires alike confronted
incentives to use collective punishment, forced relocation, and
exemplary violence against populations they considered politically
subordinate.

=====Continuity or Change? Indirect Rule in British and French Colonial
Africa=====
[https://www.cambridge.org/core/journals/international-organization/article/continuity-or-change-indirect-rule-in-british-and-french-colonial-africa/E50B6590C8868F4A1C2D56E2A232F8DD
| Carl Müller-Crepon | International Organization | 2020] Compares
British and French systems of indirect rule in Africa. The article finds
that differences between the two empires were less absolute than
conventional accounts suggest because both adjusted their governing
methods to local political institutions and administrative constraints.

=====The Late Colonial State Revisited=====
[https://www.cambridge.org/core/journals/itinerario/article/late-colonial-state-revisited/E51107EC6660C2AF5E96CC28BE0D567C
| John Darwin | Itinerario | 2015] Reconsiders the character of colonial
governments during the period of imperial decline. Late colonial regimes
combined development programs and limited constitutional reform with
censorship, emergency powers, military repression, and efforts to manage
nationalist movements.

===Liberal Empire and Colonial Emergency Rule===

=====Agnotological Imperialism, Colonial State Violence and the Making
of Anticolonial Knowledge=====
[https://www.cambridge.org/core/journals/transactions-of-the-royal-historical-society/article/india-league-and-the-condition-of-india-agnotological-imperialism-colonial-state-violence-and-the-making-of-anticolonial-knowledge-19304/F1CFB7F5706631F1E942E1F07C11391F
| Arun Arni | Transactions of the Royal Historical Society | 2024]
Examines how British authorities restricted knowledge about colonial
violence in India while maintaining liberal institutions in Britain. The
article shows that censorship and information management could sustain
imperial rule without requiring fully authoritarian government in the
metropole.

=====Rehabilitating an Empire: Humanitarian Collusion with the Colonial
State during the Kenyan Emergency=====
[https://www.cambridge.org/core/journals/journal-of-british-studies/article/rehabilitating-an-empire-humanitarian-collusion-with-the-colonial-state-during-the-kenyan-emergency-ca-19541960/DB97909E1C0FB70D2FC064E7B1B6C433
| Emily Baughan | Journal of British Studies | 2020] Investigates how
humanitarian organizations cooperated with British detention and
rehabilitation programs during the Mau Mau Emergency. Progressive
language about welfare and reform helped legitimize a colonial system
based on coercion, forced labor, surveillance, and mass confinement.

=====Barbed-Wire Imperialism: Britain’s Empire of Camps, 1876–1903=====
[https://www.jstor.org/stable/10.1525/j.ctt1tqx74m | Aidan Forth |
University of California Press | 2017] Traces the development of
concentration and refugee camps across the British Empire. The book
argues that institutions created by a liberal imperial state helped
establish techniques of mass confinement later associated with openly
authoritarian governments.

=====Emergency Powers and Colonial Constitutionalism=====
[https://www.cambridge.org/core/books/emergency-powers-in-asia/emergency-powers-and-colonial-constitutionalism/AE5873DC23074E93680D390D0999864B
| Victor V. Ramraj and Arun K. Thiruvengadam | Cambridge University
Press | 2010] Explores how colonial emergency laws allowed imperial
executives to suspend ordinary legal protections. These powers reveal
how constitutional liberalism could contain mechanisms enabling
authoritarian rule over populations defined as threatening or
politically immature.

=====Empire’s Law: Alexis de Tocqueville on Colonialism and the State of
Exception=====
[https://www.cambridge.org/core/journals/canadian-journal-of-political-science-revue-canadienne-de-science-politique/article/empires-law-alexis-de-tocqueville-on-colonialism-and-the-state-of-exception/C57EBEC79BDB9D9E04AC0627C47D6B47
| Margaret Kohn | Canadian Journal of Political Science | 2008] Analyzes
Tocqueville’s support for violent French policies in Algeria despite his
defense of liberty in Europe. Kohn argues that his colonial thought
illustrates how liberalism can create a state of exception for peoples
considered outside the boundaries of political equality.

=====Liberal Imperialism, R.I.P.=====
[https://www.foreignaffairs.com/articles/2004-06-30/liberal-imperialism-rip
| Sebastian Mallaby | Foreign Affairs | 2004] Reconsiders earlier
arguments for international administration of failed states after the
occupation of Iraq. Mallaby argues that the intervention revealed the
danger of assuming powerful liberal states could easily reconstruct
foreign societies through occupation and external supervision.

===French Republican and Liberal Imperialism===

=====French Dual Constitutionalism, Tocqueville and Algeria=====
[https://www.cambridge.org/core/journals/european-law-open/article/french-dual-constitutionalism-tocqueville-and-algeria-liberal-authoritarianism-as-constitutional-technique-of-liberal-imperialism/92C51364B4FF92C56AA509CEE338869B
| Eugénie Mérieau | European Law Open | 2025] Argues that French liberal
constitutionalism included a parallel authoritarian system for colonial
territories. Algeria became a laboratory in which exceptional laws,
military authority, and racial differentiation were used to promote
settlement and market transformation.

=====Empire and Internationalism in French Revolutionary Socialist
Thought, 1871–1885=====
[https://www.cambridge.org/core/journals/historical-journal/article/empire-and-internationalism-in-french-revolutionary-socialist-thought-18711885/179A0A9215C8C221364F632447A06093
| James Nicholls | The Historical Journal | 2016] Examines debates among
French revolutionary socialists about colonialism and international
solidarity. Some critics condemned empire as militaristic and
unaccountable, while others believed colonial expansion might spread
economic modernization or revolutionary principles.

=====Transnational Projects of Empire in France, c. 1815–c. 1870=====
[https://www.cambridge.org/core/journals/modern-intellectual-history/article/transnational-projects-of-empire-in-france-c1815c1870/9D8231E8C0A2FC816DD101908EA78863
| David Todd | Modern Intellectual History | 2015] Shows how French
liberals developed projects of informal empire based on commerce,
investment, migration, and cultural influence. These strategies promised
expansion without direct authoritarian annexation but still created
unequal relationships between France and weaker societies.

=====Republicanism, Railway Imperialism, and the French Empire in
Africa, 1879–1889=====
[https://www.cambridge.org/core/journals/historical-journal/article/republicanism-railway-imperialism-and-the-french-empire-in-africa-18791889/6F9FB2ACCD0888E67C3A558F351DF961
| Timothy W. Roberts | The Historical Journal | 2011] Examines the
alliance between French republican politicians and railway corporations
during expansion in Africa. Republican claims about progress and
infrastructure helped justify commercial penetration, territorial
acquisition, and centralized colonial authority.

=====French Empire Elites and the Politics of Economic Obligation in the
Interwar Years=====
[https://www.cambridge.org/core/journals/historical-journal/article/french-empire-elites-and-the-politics-of-economic-obligation-in-the-interwar-years/93C05C594DA5911691F723CF80D02A44
| Martin Thomas | The Historical Journal | 2009] Studies disagreements
among French officials over whether colonial governments owed economic
and social development to their subjects. Limited reform proposals
collided with fiscal priorities, settler resistance, and the
authoritarian administrative structures of the empire.

=====Monstre Sacré: The Question of Cultural Imperialism and the
Napoleonic Empire=====
[https://www.cambridge.org/core/journals/historical-journal/article/monstre-sacre-the-question-of-cultural-imperialism-and-the-napoleonic-empire/D91E4B23F20EA586FD13E1B7407941A1
| Steven Englund | The Historical Journal | 2008] Evaluates whether
Napoleon’s expansion should be understood as cultural imperialism.
French legal and administrative institutions were exported across
Europe, but their spread occurred through conquest, military occupation,
extraction, and political subordination.

=====The French Colonial Service and the Issues of Reform,
1944–1948=====
[https://www.cambridge.org/core/journals/contemporary-european-history/article/french-colonial-service-and-the-issues-of-reform-19448/609B5DA67FC264021D9DE30A93A3E13B
| Julian I. Lewis | Contemporary European History | 1995] Examines the
failure of French officials to transform the empire after the Second
World War. Proposals for citizenship and representation remained
constrained by bureaucratic resistance and an unwillingness to surrender
French political authority.

===British Liberalism and Imperial Coercion===

=====Colonialism and the Rule of Law=====
[https://www.cambridge.org/core/books/law-and-identity-in-colonial-south-asia/colonialism-and-the-rule-of-law/C74DD15E6B3547181C8DF445341B67B8
| Mitra Sharafi | Cambridge University Press | 2014] Explores the
selective and unequal operation of law under British colonial rule.
Courts could offer procedures and limited protections while remaining
embedded in a racial and political hierarchy that denied colonized
populations control over legislation and executive authority.

=====Liberalism and Its Other: The Politics of Primitivism in Colonial
and Postcolonial Indian Law=====
[https://www.cambridge.org/core/journals/law-and-society-review/article/liberalism-and-its-other-the-politics-of-primitivism-in-colonial-and-postcolonial-indian-law/6D737EF37C703A2AFE04870D488C5003
| Uday Chandra | Law & Society Review | 2013] Examines legal categories
that portrayed tribal communities as primitive populations requiring
special administration. Such classifications permitted both colonial and
postcolonial governments to deny ordinary citizenship rights while
claiming to protect vulnerable peoples.

=====A Global History of Anti-Colonial Rebellion=====
[https://www.cambridge.org/core/books/anticolonial-rebellion/4D501AE83030D6258367961C652ED776
| Christopher M. Dietrich | Cambridge University Press | 2013] Places
resistance to European empire within a global history of political and
economic transformation. Anti-colonial rebellions challenged both
liberal claims of trusteeship and authoritarian claims that conquest
represented national strength or historical destiny.

=====The Colonial Constitution=====
[https://www.jstor.org/stable/10.1086/ahr.117.4.1206 | Rande W. Kostal |
American Historical Review | 2012] Investigates the relationship between
British constitutional traditions and colonial government. The imperial
constitution permitted broad discretionary authority overseas even
though political culture within Britain increasingly emphasized
accountable government and individual rights.

=====The British Empire and the Origins of International Human
Rights=====
[https://www.cambridge.org/core/books/british-empire-and-the-origins-of-international-human-rights/08BF9063D53701A70E1587BF0E971496
| A. W. Brian Simpson | Cambridge University Press | 2001] Examines
conflicts over forced labor, detention, and emergency law within the
British Empire. Campaigns against colonial abuses helped produce
international human-rights principles, even as Britain resisted applying
those standards fully to its own imperial government.

===Japanese Authoritarian Imperialism===

=====The Cornered Mouse: Sanctioned Elites and Authoritarian Realignment
in the Japanese Legislature, 1936–1942=====
[https://www.cambridge.org/core/journals/american-political-science-review/article/cornered-mouse-sanctioned-elites-and-authoritarian-realignment-in-the-japanese-legislature-19361942/76310C35A1DCFF1CFC3A3C45BB7B10B0
| Masahiro Fukumoto | American Political Science Review | 2025] Examines
how business and political elites responded as the Japanese military
dismantled democratic checks and expanded imperial warfare. Rather than
uniformly resisting authoritarianism, many elites adapted to repression
and shifted their support toward the military-controlled state.

=====Post-Imperial Reckoning: Transitional Injustice and the Unmaking of
the Japanese Empire in East Asia=====
[https://www.cambridge.org/core/journals/comparative-studies-in-society-and-history/article/postimperial-reckoning-transitional-injustice-and-the-unmaking-of-the-japanese-empire-in-east-asia/1AD1575C33623DC74EE8BBEDADF63555
| Yukiko Koga | Comparative Studies in Society and History | 2020]
Explores unresolved demands for justice arising from Japanese
colonialism and wartime expansion. The study examines how compensation,
memory, and responsibility were shaped by Cold War alliances and by the
incomplete political dismantling of imperial relationships.

=====The Wilsonian Moment in Yanaihara Tadao’s Political Thought=====
[https://www.cambridge.org/core/journals/japanese-journal-of-political-science/article/wilsonian-moment-in-yanaihara-tadaos-political-thought/3912D074A0BE739BA47E68E0A90C3B97
| Reiko Nakano | Japanese Journal of Political Science | 2018] Studies a
Japanese intellectual who attempted to reconcile imperial unity with
autonomy, democracy, and national self-determination. His project
demonstrates how liberal internationalist principles could be adapted to
reform rather than dismantle an existing empire.

=====When Fascism Met Empire in Japanese-Occupied Manchuria=====
[https://www.cambridge.org/core/journals/journal-of-global-history/article/when-fascism-met-empire-in-japaneseoccupied-manchuria/4D050824AA8EA411A0D9B1884935FB23
| Louise Young | Journal of Global History | 2017] Examines Manchuria as
a laboratory of radical state planning, military authority, settlement,
and industrial development. Japanese officials presented authoritarian
imperialism as a revolutionary alternative to liberal capitalism and
parliamentary politics.

=====The Fascist New–Old Order=====
[https://www.cambridge.org/core/journals/journal-of-global-history/article/fascist-newold-order/482AC736A73B3133C30CA0832EFC8C1A
| Reto Hofmann | Journal of Global History | 2017] Analyzes connections
among fascism, regional order, and Japanese imperial expansion. Imperial
rule enabled Japanese fascists to imagine a hierarchical Asian bloc that
rejected Western liberal universalism while preserving domination by a
central imperial power.

=====The Ruralist Paradigm: Social Work Bureaucrats in Colonial Korea
and Japan’s Assimilationism=====
[https://www.cambridge.org/core/journals/comparative-studies-in-society-and-history/article/ruralist-paradigm-social-work-bureaucrats-in-colonial-korea-and-japans-assimilationism-in-the-interwar-period/72F8905D0FA3661A67470B011C933D0C
| Sayaka Chatani | Comparative Studies in Society and History | 2016]
Examines how Japanese colonial officials used rural welfare and
social-work programs to encourage assimilation in Korea. Social policy
operated alongside surveillance and political control, illustrating the
combination of developmental reform and authoritarian imperial
domination.

=====A Scramble for Freight: Collaboration along the Railways of Korea
under Japanese Rule=====
[https://www.cambridge.org/core/journals/comparative-studies-in-society-and-history/article/scramble-for-freight-the-politics-of-collaboration-along-and-across-the-railway-tracks-of-korea-under-japanese-rule/B0000759A0329154600E00F3816132A7
| Jun Uchida | Comparative Studies in Society and History | 2009]
Studies the politics surrounding railway commerce in colonial Korea. The
article complicates a purely centralized picture of Japanese rule by
showing how settlers, Korean merchants, local officials, and imperial
institutions negotiated access to economic opportunities.

===Russian and Neo-Imperial Authoritarianism===

=====Russian Propaganda from V to Z: Projecting Banal and Everyday
Nationalism in Unsettled Times=====
[https://www.cambridge.org/core/journals/nationalities-papers/article/russian-propaganda-from-v-to-z-projecting-banal-and-everyday-nationalism-in-unsettled-times/5B2F187CF09F6BA7EE080E768EC2F081
| J. Paul Goode | Nationalities Papers | 2026] Examines how Russian
propaganda turns neo-imperial ideas into ordinary symbols, rituals, and
cultural practices. Claims of civilizational superiority and historical
unity help normalize unequal relationships between Russia and
territories formerly controlled by Moscow.

=====The Keeper of the Imperial Body: The Russian Geographical Society
as an Entrepreneur of Imperial Nationalism=====
[https://www.cambridge.org/core/journals/nationalities-papers/article/keeper-of-the-imperial-body-the-russian-geographical-society-as-an-entrepreneur-of-imperial-nationalism/3F74BF0B5336C7121B1CD7881522D768
| Alicja Curanović | Nationalities Papers | 2025] Explores how geography
and civilizational discourse are used to portray Russia as a natural
imperial space. The Russian Geographical Society helps connect
territorial imagination, state authority, national identity, and claims
to influence neighboring countries.

=====Imperial Legal Politics after the Age of Empires=====
[https://www.cambridge.org/core/journals/perspectives-on-politics/article/imperial-legal-politics-after-the-age-of-empires-how-the-russian-judiciary-adjudicates-commercial-disputes-in-crimea/DBC8BF73C297EE8C24A308195D4EA244
| Egor Lazarev | Perspectives on Politics | 2024] Studies the operation
of Russian courts in occupied Crimea. The article demonstrates how an
authoritarian state can use ordinary commercial law and judicial
procedures to consolidate territorial annexation and incorporate a
conquered region into an imperial legal order.

=====Imperialism and Ethnonationalism in Russia’s Turbulent Years,
1989–1994=====
[https://www.cambridge.org/core/journals/nationalities-papers/article/imperialism-and-ethnonationalism-in-russias-turbulent-years-19891994-how-narratives-of-unjust-borders-shaped-putins-time-bomb-metaphor/619D7D69AA05AE2AA29182A776F40F6A
| Bogdan Gajos | Nationalities Papers | 2024] Examines how Russian
debates following the Soviet collapse combined ethnic nationalism with
imperial claims. Narratives describing post-Soviet borders as artificial
or unjust later became important justifications for interference in
neighboring states.

=====Political Violence and Financial Markets in Tsarist Russia=====
[https://www.cambridge.org/core/journals/financial-history-review/article/political-violence-and-financial-markets-in-tsarist-russia/ECF3590D2C2E602B0741B940BDD58311
| Christopher A. Hartwell | Financial History Review | 2023] Studies the
economic consequences of political violence in the authoritarian Russian
Empire. The article describes a political order dominated by the tsar,
an unaccountable bureaucracy, limited civil rights, and weak
institutional restraints on executive power.

=====Russkii as the New Rossiiskii? Nation-Building in Russia after
1991=====
[https://www.cambridge.org/core/journals/nationalities-papers/article/russkii-as-the-new-rossiiskii-nationbuilding-in-russia-after-1991/33A1E6DF27037B6B8A2FEFA8CEAEC2F4
| Helge Blakkisrud | Nationalities Papers | 2023] Traces the competition
between civic, ethnic, and imperial conceptions of Russian identity. The
growing emphasis on ethnic Russian culture has weakened earlier attempts
to construct an inclusive multinational citizenship compatible with
post-imperial borders.

=====Vladimir Putin’s Aspiration to Restore the Lost Russian Empire=====
[https://www.cambridge.org/core/journals/european-review/article/vladimir-putins-aspiration-to-restore-the-lost-russian-empire/C0099C205BCDBA970CB699AFD534CBE5
| Chaim Shinar | European Review | 2017] Argues that Russian policies
toward Ukraine, the Baltic region, and Central Asia reflect a desire to
restore influence once exercised by the Russian and Soviet empires. The
article connects authoritarian government at home with expansionist
foreign policy abroad.

authoritarian governments. The article considers whether liberal
institutions can survive without reproducing the unequal power
relationships critics describe as informal imperialism.

=====The Empire Trap: The Rise and Fall of U.S. Intervention to Protect
American Property Overseas=====
[https://press.princeton.edu/books/paperback/9780691169743/the-empire-trap
| Noel Maurer | Princeton University Press | 2013] Explains how overseas
investments repeatedly drew the United States into political
intervention and territorial control. Economic interests could transform
a republic opposed to formal empire into an imperial power exercising
military and financial authority abroad.

=====The Future of the Liberal World Order=====
[https://www.foreignaffairs.com/future-liberal-world-order | G. John
Ikenberry | Foreign Affairs | 2011] Defends an international order based
on institutions, open markets, negotiated rules, and multilateral
cooperation. Ikenberry acknowledges that this order developed alongside
Western colonialism but argues that it provides more opportunities for
participation than exclusive authoritarian spheres of influence.

=====Imperialism and Democracy: The European Union’s Foreign Policy=====
[https://www.jstor.org/stable/3877821 | Jan Zielonka | Journal of Common
Market Studies | 2008] Considers whether the European Union operates as
a distinctive form of empire. Enlargement, regulatory influence,
economic conditionality, and democracy promotion extend European
authority without relying primarily on conquest or direct colonial
administration.

=====The Reluctant Imperialist=====
[https://www.foreignaffairs.com/articles/2002-03-01/reluctant-imperialist
| Sebastian Mallaby | Foreign Affairs | 2002] Argues that failed states
may require substantial external administration rather than limited
humanitarian assistance. The article became an influential statement of
modern liberal imperialism by presenting foreign supervision as a
possible response to instability, poverty, and state collapse.

domestic dictatorships.

=====Nationalism and Imperialism=====
[https://www.cambridge.org/core/books/cambridge-history-of-twentiethcentury-political-thought/nationalism-and-imperialism/EB2E1C60B530194D909608CA407A7A62
