== The Taliban: Governance, Religious Rule, Resistance, and Human Rights ==

The Taliban regained control of Afghanistan in August 2021 after two decades of insurgency against the internationally supported Afghan government. Since returning to power, the movement has established the Islamic Emirate of Afghanistan, replacing elected institutions with a centralized religious leadership based on its interpretation of Islamic law. The resulting political system has brought significant changes to governance, security, civil liberties, women's rights, education, economic policy, and Afghanistan's international relationships.

=== Governance and Political Authority ===

Many sources describe the Taliban as having successfully consolidated political authority through centralized religious leadership, expanded administrative control, and nationwide security institutions. The government exercises authority through decrees issued by senior clerics rather than democratic institutions, with little opportunity for political opposition or independent judicial review.

Some analysts note that the Taliban have reduced corruption in certain government functions, improved tax collection, and imposed greater administrative discipline than existed during the final years of the previous republic. Critics, however, argue that these administrative gains have been accompanied by the elimination of political pluralism, independent courts, constitutional protections, and meaningful public participation.

=== Religious Law and Social Control ===

The Taliban govern according to their interpretation of Sunni Islamic law, enforcing extensive religious and moral regulations through specialized morality authorities.

These regulations affect clothing, education, media, entertainment, travel, employment, public gatherings, and many aspects of daily life. Numerous human rights organizations argue that these policies severely restrict personal freedoms and disproportionately affect women, journalists, artists, religious minorities, and political critics.

=== Women, Education, and Gender Restrictions ===

One of the most extensively documented aspects of Taliban rule is the systematic restriction of women's rights.

Sources describe prohibitions affecting secondary and university education for girls, employment in many professions, participation in public life, travel without male guardians, recreation, political participation, and access to numerous public spaces.

International organizations, Muslim scholars, governments, and human-rights groups have widely criticized these policies. At the same time, reports document continuing efforts by Afghan women to organize underground schools, private educational networks, businesses, advocacy campaigns, and other forms of peaceful resistance despite significant personal risk.

=== Human Rights and Political Repression ===

Numerous reports document arbitrary detention, public punishment, censorship, restrictions on journalism, suppression of demonstrations, and limitations on civil society organizations.

United Nations agencies, Amnesty International, Human Rights Watch, and other organizations have reported allegations involving torture, enforced disappearances, corporal punishment, retaliation against former government officials, and restrictions on freedom of expression.

The Taliban reject many of these criticisms, arguing that their legal system reflects Islamic principles and has restored stability after decades of war.

=== Religious and Ethnic Minorities ===

The collected sources discuss ongoing concerns affecting Afghanistan's religious and ethnic minorities, including Hazaras, Shia Muslims, Christians, Sikhs, Hindus, and other minority communities.

Reports describe discrimination, displacement, sectarian violence, and attacks by Islamic State–Khorasan Province (ISKP), while also examining the Taliban government's responses to these security challenges. Several sources argue that minority communities remain vulnerable despite reductions in nationwide armed conflict.

=== Security, Armed Resistance, and Terrorism ===

The Taliban's military victory ended the long war against the former Afghan government, significantly reducing many forms of nationwide armed conflict.

However, violence has continued through Islamic State–Khorasan attacks, localized resistance movements such as the National Resistance Front, border disputes, and occasional internal Taliban tensions.

Researchers examine both the Taliban's extensive security apparatus and the continuing efforts of armed and nonviolent opposition movements operating under increasingly restrictive conditions.

=== Economy, Humanitarian Conditions, and Aid ===

Afghanistan continues to face severe economic and humanitarian challenges.

International sanctions, declining foreign assistance, frozen financial assets, unemployment, and widespread poverty have complicated reconstruction efforts. Humanitarian organizations continue delivering assistance while attempting to balance urgent relief with concerns regarding engagement with Taliban authorities.

Several studies also examine Taliban taxation, public finances, and the nationwide ban on opium cultivation, noting that these policies demonstrate administrative capacity while simultaneously creating significant economic hardship for rural populations.

=== Media, Culture, and Freedom of Expression ===

Numerous sources document restrictions placed upon journalists, artists, musicians, filmmakers, writers, and cultural institutions.

Media organizations have faced censorship, economic pressures, licensing restrictions, and arrests of journalists. Afghanistan's artistic community has experienced widespread displacement, with many cultural professionals fleeing the country or abandoning their work under new religious regulations.

=== International Relations ===

Although no major Western government formally recognizes the Taliban administration, many neighboring countries maintain practical diplomatic engagement involving trade, migration, border security, counterterrorism, and humanitarian coordination.

International organizations continue to debate how humanitarian assistance and diplomatic engagement can address Afghanistan's ongoing crisis without legitimizing policies viewed by many governments as violating international human rights standards.

=== Conclusion ===

The collected literature presents a comprehensive examination of modern Taliban rule from multiple perspectives, including governance, religious ideology, women's rights, education, security, humanitarian conditions, economics, minority rights, resistance movements, media freedom, and international diplomacy.

Together, these sources illustrate the complex balance between improved territorial control and administrative consolidation on one hand, and continuing concerns regarding political repression, civil liberties, religious freedom, gender equality, and human rights on the other. The collection provides a broad foundation for understanding one of the most significant political transformations in contemporary Afghanistan.

=====Afghanistan Is Starting Its Fifth Year of Taliban Rule. Here Are Five Things to Know=====
[https://apnews.com/article/d021b123d4ff7dc847d2801253b7b785 | Riazat Butt | Associated Press | August 15, 2025]
 The Taliban have consolidated authority through decrees, religious enforcement, and the suppression of political opposition since returning to power in August 2021. Although large-scale warfare has declined, Afghanistan faces deepening poverty, reduced foreign aid, diplomatic isolation, population pressures, and the systematic exclusion of women from education and public life.

=====Afghanistan Three Years After the Taliban Takeover=====
[https://www.crisisgroup.org/qna/asia-pacific/afghanistan/afghanistan-three-years-after-taliban-takeover | International Crisis Group | International Crisis Group | August 14, 2024]
 The Taliban have established firmer control over Afghanistan and reduced some forms of armed conflict, but their government remains internationally isolated and internally authoritarian. The analysis examines security, economic conditions, restrictions on women, relations with neighboring states, and the limited influence of international diplomacy.

=====The Taliban’s Neighbourhood: Regional Diplomacy with Afghanistan=====
[https://www.crisisgroup.org/rpt/asia/south-asia/afghanistan/337-talibans-neighbourhood-regional-diplomacy-afghanistan | International Crisis Group | International Crisis Group | January 30, 2024]
 Afghanistan’s neighboring governments increasingly engage with the Taliban to address trade, migration, terrorism, water disputes, and border security. Regional diplomacy has helped the Taliban reduce their isolation without requiring major reforms concerning political inclusion, women’s rights, or religious freedom.

=====Rebel Governance: An Analysis of the Taliban’s Governance of Afghanistan=====
[https://www.tandfonline.com/doi/full/10.1080/09592318.2023.2282817 | Weeda Mehran | Small Wars & Insurgencies | December 4, 2023]
 This academic study examines how the Taliban developed systems for taxation, justice, education, and security during their insurgency. These shadow institutions strengthened the movement’s territorial control, challenged the legitimacy of the Afghan government, and prepared the Taliban to assume national power.

=====Afghanistan’s Security Challenges Under the Taliban=====
[https://www.crisisgroup.org/rpt/asia-pacific/afghanistan/326-afghanistans-security-challenges-under-taliban | International Crisis Group | International Crisis Group | August 12, 2022]

=====Afghanistan Economic Monitor=====
[https://www.worldbank.org/ext/en/country/afghanistan | World Bank | World Bank | 2022]
 Afghanistan’s economy contracted sharply after the Taliban takeover as foreign assistance declined, international banking connections were disrupted, and overseas central-bank assets were frozen. Although some economic indicators later stabilized, poverty, unemployment, food insecurity, and dependence on humanitarian aid remained widespread.

[https://bti-project.org/en/reports/country-report/AFG | Bertelsmann Stiftung | Transformation Index BTI | 2026]
 Afghanistan under the Taliban lacks democratic institutions, constitutional limits, political pluralism, and meaningful accountability. Although the movement has centralized authority and reduced some forms of petty corruption, patronage networks, elite immunity, discrimination, and arbitrary government remain deeply embedded.

=====2024 Country Reports on Human Rights Practices: Afghanistan=====

Senior Taliban officials monopolize decision-making while women, minorities, and non-Taliban political movements are excluded from national government.

=====Taxing the Afghan Nation: What the Taleban’s Pursuit of Domestic Revenues Means for Citizens, the Economy and the State=====
[https://www.afghanistan-analysts.org/en/wp-content/uploads/sites/2/2022/09/Taleban-Taxation-Final-1.pdf | Kate Clark and Roxanna Shapour | Afghanistan Analysts Network | September 2022]
 The Taliban created a centralized revenue system based on customs duties, business taxes, mining income, religious levies, and fees. Improved collection reduced some opportunities for bribery but placed heavy financial burdens on farmers, traders, transporters, and households already experiencing economic collapse.

=====Conflict, Taxation, and Development: Evidence from Afghanistan=====
[https://www.wider.unu.edu/sites/default/files/Publications/Working-paper/PDF/wp2024-60-conflict-taxation-development_0.pdf | Anil Menon, Aidan Milliff and Arjun D’Souza | UNU-WIDER | September 2024]

[https://www.usip.org/publications/2022/03/talibans-religious-roadmap-afghanistan | Andrew Watkins | United States Institute of Peace | March 17, 2022]
 Taliban leaders view religious legitimacy as more important than elections, constitutionalism, or international approval. Their governing system gives clerics authority over law, education, public behavior, and political decision-making while treating dissent as a challenge to both religion and the state.

=====The Taliban’s Ideology Has Surprising Roots in British-Ruled India=====
[https://theconversation.com/the-talibans-ideology-has-surprising-roots-in-british-ruled-india-166734 | Sohel Rana | The Conversation | September 8, 2021]
 The Taliban’s religious worldview draws partly from the Deobandi reform movement founded in colonial India, but it also incorporates Afghan tribal customs, militant experiences, and influences from refugee religious schools. The Taliban transformed these traditions into a highly centralized and coercive political ideology.

=====Afghanistan’s Education System Facing Deepening Crisis=====
[https://www.unicef.org/press-releases/afghanistans-education-system-facing-deepening-crisis | UNICEF | UNICEF | March 21, 2022]
 School closures, teacher shortages, economic hardship, and restrictions on girls threaten Afghanistan’s education system. UNICEF warned that denying secondary education to girls would damage children’s welfare, national development, healthcare, and the country’s long-term stability.

=====Taliban Ban on Girls’ Education Defies Both Worldly and Religious Logic=====
[https://www.usip.org/publications/2022/04/taliban-ban-girls-education-defies-both-worldly-and-religious-logic | Belquis Ahmadi | United States Institute of Peace | April 13, 2022]
 The Taliban’s school ban lacks broad support among Islamic scholars and contradicts educational practices across Muslim-majority societies. The policy reflects internal power struggles and ideological rigidity rather than a universally accepted interpretation of Islam.

=====Afghan Girls Contemplate a Future Without Schools=====

[https://www.unodc.org/documents/crop-monitoring/Afghanistan/Afghanistan_Opium_Survey_2025.pdf | United Nations Office on Drugs and Crime | UNODC | 2025]
 Taliban enforcement kept opium cultivation far below the levels recorded before the nationwide narcotics ban. The decline demonstrates the movement’s coercive administrative capacity but has also removed a major source of income from farmers, laborers, traders, and indebted rural households.

=====Afghanistan Drug Insights, Volume 4=====
[https://www.unodc.org/documents/crop-monitoring/Afghanistan/Afghanistan_Drug_Insights_V4.pdf | United Nations Office on Drugs and Crime | UNODC | March 12, 2025]

=====Afghanistan: Opium Production Remains 93 Per Cent Below 2022 Levels=====
[https://unis.unvienna.org/unis/pressrels/2024/unisnar1492.html | United Nations Information Service | United Nations | November 27, 2024]
 Afghan opium production remained dramatically lower for a second year following the Taliban prohibition. Cultivation increased slightly from its post-ban low, suggesting that economic hardship and uneven enforcement may make complete eradication difficult to sustain.

=====Afghanistan Opium Survey 2023=====
[https://www.unodc.org/documents/crop-monitoring/Afghanistan/Afghanistan_opium_survey_2023.pdf | United Nations Office on Drugs and Crime | UNODC | November 2023]
 Opium cultivation fell by approximately 95 percent after Taliban authorities enforced their narcotics prohibition. The collapse deprived rural communities of more than a billion dollars in agricultural income and created an urgent need for viable alternative crops and employment.

=====The Taliban’s Successful Opium Ban Is Bad for Afghans and the World=====
[https://www.usip.org/publications/2023/06/talibans-successful-opium-ban-bad-afghans-and-world | William Byrd | United States Institute of Peace | June 8, 2023]
 The opium ban demonstrates the Taliban’s ability to impose nationwide orders but risks worsening poverty and destabilizing rural communities. Abrupt suppression without alternative livelihoods could increase migration, debt, land sales, recruitment by armed groups, and the production of synthetic drugs.

=====Afghanistan: Re-Migration and the Failed Reintegration of Refugees=====
[https://costsofwar.watson.brown.edu/sites/default/files/papers/Majidi_ReturntoAfghanistan_CostsofWar_Dec102024.pdf | Nassim Majidi | Costs of War Project, Brown University | December 10, 2024]
 Afghans forced back from Pakistan and Iran often return to unemployment, housing shortages, debt, discrimination, and Taliban restrictions. Many attempt to leave again because reintegration programs provide only temporary assistance and cannot resolve Afghanistan’s political and economic crisis.

=====Information on Returnees to Afghanistan=====
[https://www.ecoi.net/en/file/local/2120464/2024_10_Afghanistan_Information_on_returnees.pdf | Austrian Centre for Country of Origin and Asylum Research and Documentation | ACCORD | October 18, 2024]
