A lot of people are asking me why this is necessary if it is freshly painted. This is necessary because the apartment is a very old apartment and has been vacant for a long time. Dust has been settling in this apartment's interior- something that was noticeable when I looked at it.

If you want the paint to stick, yes.
You needn't sand all the way down to clear grain but at least go over it well enough to get rid of everything that is loose.

=====How do I fix this small chip of paint? We're renting and have an inspection coming up soon.=====

Use a sharp utility knife or a scraper to remove the rest of the loose paint from the wall. Save the little piece that you just chipped off and take it to a paint store to have it color matched. Buy a sample size of the paint, a small brush, a 1.5" or 2" cheap plastic putty knife, some form of 200+ grit sandpaper, and a small container of Dap Drydex spackle (any spackle should work, this stuff is just nice).

I tried to fix holes I made in drywall. I got the spackle, sanded it and all. I took a paint chip and went to ace hardware. I got a small bottle of paint. I painted it up. The color matches quite well but the wall shines differently under light. Did I pick up the wrong paint or a wrong finish or something like that ?

Painting a bathroom requires careful consideration because these spaces are small, frequently used, and often exposed to water. Unlike painting other rooms, achieving great results in a bathroom means focusing on preparation, choosing the right paint, and applying attention to detail. B
=====How to make this patched drywall match the rest of the wall=====

Fresh drywall sucks up a lot of paint. It’s better to saturate the pores with a few coats of cheap primer beforehand just so you don’t waste your expensive paint, but some extra coats of regular paint work just fine too. It helps to intentionally overwork the paint because it causes it to eggshell more giving it the texture of a wall that has been repainted, just don’t overwork the last coat.

[https://www.reddit.com/r/howto/comments/407ea8/request_how_to_clean_mold_off_painted_wall/ by reddit 10 yr. ago]
First you should find the cause of the mold, if it's near a window where there's moisture etc. and address that issue.
Then you can buy chemicals at a paint store that kills the spores, use it and wash the wall. Scrub the rest of the area lightly with sandpaper, and re-paint the walls.

Painting is fast because he sprayed, but took 10x longer masking everything else off. Spraying is faster if the whole building is being done one color or priming, thus only windows being masked off.
