30x30 Conservation Initiative
The 30x30 conservation initiative is a global effort to conserve at least 30 percent of the Earth's land, inland waters, coastal areas, and oceans by 2030. The goal became a central part of international biodiversity policy through Target 3 of the Kunming-Montreal Global Biodiversity Framework, adopted at the United Nations biodiversity conference COP15 in 2022.
Although the initiative is commonly summarized as a numerical target, the growing body of research, government policy, conservation guidance, and implementation experience surrounding 30x30 emphasizes that success cannot be measured simply by drawing boundaries around 30 percent of the planet. Conservation areas must protect important biodiversity, remain ecologically connected, be effectively managed, produce durable conservation outcomes, and operate through governance systems that respect the rights and interests of Indigenous Peoples and local communities.
As governments move from international commitments toward implementation, 30x30 has become a major experiment in global conservation policy involving protected areas, other effective area-based conservation measures, Indigenous and community conservation, spatial planning, marine protection, biodiversity monitoring, restoration, and new forms of conservation finance.
The Global 30x30 Framework
The international foundation for 30x30 is Target 3 of the Kunming-Montreal Global Biodiversity Framework. The target calls for a substantial expansion of effectively conserved terrestrial, inland-water, coastal, and marine areas by 2030.
The framework goes considerably beyond a simple percentage. Conservation systems are expected to be ecologically representative, well connected, effectively and equitably governed, and focused on areas of particular importance for biodiversity and ecosystem functions.
This distinction has become one of the defining features of the international debate. A country could theoretically reach a numerical target while failing to protect its most threatened species, ecosystems, migration corridors, or biologically irreplaceable places. For this reason, scientists and conservation organizations increasingly argue that the location, ecological condition, management, and permanence of conserved areas matter at least as much as their total size.
National governments are translating this international objective into different conservation strategies. Implementation varies widely according to national geography, biodiversity, land ownership, political institutions, Indigenous land tenure, existing protected-area networks, financial resources, and competing demands for land and ocean use.
Protected Areas, OECMs, and Conservation Quality
Traditional protected areas such as national parks, nature reserves, wilderness areas, and marine protected areas remain major components of 30x30. However, the Global Biodiversity Framework also recognizes other effective area-based conservation measures, generally known as OECMs.
OECMs are areas outside conventional protected-area systems that nevertheless achieve sustained biodiversity conservation. Depending on national rules and ecological conditions, they can potentially include Indigenous and community-managed territories, private conservation lands, locally managed marine areas, wetlands, working landscapes, and other places where long-term management produces meaningful biodiversity benefits.
The inclusion of OECMs could greatly expand the range of landscapes and seascapes contributing to 30x30. It also acknowledges that effective conservation has long occurred outside government-designated parks and reserves.
At the same time, OECMs create important questions about standards and accountability. Researchers have identified major differences among countries in how potential OECMs are identified, evaluated, governed, monitored, and reported. Their contribution to 30x30 therefore depends on evidence that conservation outcomes are real, durable, and compatible with the rights and objectives of the people responsible for those lands or waters.
More broadly, conservation research increasingly distinguishes between the quantity and quality of protected areas. Nominally protected places can suffer from inadequate staffing, insufficient funding, illegal extraction, habitat degradation, weak enforcement, inappropriate boundaries, or management systems that exist mainly on paper.
Consequently, reaching 30 percent coverage is increasingly viewed as an intermediate milestone rather than an end point.
Science, Spatial Planning, and Biodiversity Priorities
The geographical placement of new conservation areas is one of the most important scientific challenges associated with 30x30.
Conservation planners are using biodiversity databases, satellite observations, species-distribution models, ecological connectivity analysis, systematic conservation planning, and other decision-support tools to identify areas capable of producing the greatest biodiversity benefits.
Research emphasizes the importance of protecting ecosystems that are poorly represented in existing conservation networks as well as sites containing threatened, endemic, or range-restricted species.
Connectivity is another central consideration. Isolated protected areas may be unable to sustain species whose populations migrate or shift geographically. Climate change makes connectivity particularly important because many species are expected to move as temperature, rainfall, fire regimes, ocean conditions, and other environmental factors change.
Conservation corridors, connected protected-area networks, intact landscapes, watershed-scale planning, and transboundary conservation are therefore increasingly being incorporated into 30x30 strategies.
The scientific literature also cautions against treating 30 percent as a uniform spatial formula. Different nations contain very different concentrations of biodiversity. Effective national strategies may therefore require protecting particular ecosystems or biodiversity hotspots rather than simply selecting the least expensive or least contested land necessary to reach a percentage target.
Indigenous Peoples, Local Communities, and Equity
One of the most significant debates surrounding 30x30 concerns the relationship between conservation and the people who live in or depend upon areas targeted for protection.
Historically, some protected-area systems were created through exclusion, displacement, restrictions on customary land use, and the removal of Indigenous Peoples and local communities from traditional territories. Critics of 30x30 warn that rapid expansion of protected areas could repeat these patterns if governments pursue numerical targets without safeguards for land tenure, participation, livelihoods, and self-determination.
At the same time, Indigenous Peoples and local communities manage or steward many landscapes containing exceptionally high levels of biodiversity. Recognition of Indigenous Protected and Conserved Areas, community conservancies, locally managed marine areas, traditional territories, and qualifying OECMs could allow 30x30 to strengthen rather than displace existing systems of stewardship.
The sources therefore repeatedly identify equitable governance as a central measure of conservation success.
Meaningful implementation can include recognition of land and resource rights, participation in conservation planning, free and informed decision-making, locally appropriate governance arrangements, sharing of conservation benefits, and long-term support for Indigenous and community institutions.
Community-led approaches are becoming particularly important in parts of Africa, Latin America, the Pacific, Canada, and other regions where large areas of ecologically important land and water are governed outside conventional state protected-area systems.
Marine and Ocean Conservation
The ocean component of 30x30 presents both major opportunities and significant challenges.
Marine protected areas can protect coral reefs, kelp forests, mangroves, seagrass ecosystems, fish spawning grounds, migration corridors, deep-sea ecosystems, and other important marine habitats. Properly designed marine conservation can also support fisheries, coastal livelihoods, climate resilience, and blue-carbon ecosystems.
However, the percentage of the world's ocean receiving strong and effective protection remains far below the 30 percent goal.
A recurring concern is the creation of marine paper parks — areas that are officially designated as protected but permit damaging extractive activities or lack adequate management and enforcement.
The quality of protection is therefore especially important in marine conservation. Designation alone does not guarantee ecological improvement.
Regional projects in the Caribbean, Pacific, Mediterranean, Africa, Latin America, and other regions increasingly emphasize networks of marine protected areas rather than isolated sites. Transboundary corridors, ecological connectivity, community-managed marine areas, sustainable finance, and coordinated monitoring are emerging as important components of marine 30x30 strategies.
International agreements governing biodiversity beyond national jurisdiction may also provide new opportunities for conservation in areas of the high seas that previously lacked mechanisms for establishing large-scale protected areas.
National and Regional Implementation
Countries and subnational governments are pursuing 30x30 through widely different combinations of protected areas, Indigenous conservation, OECMs, restoration programs, public-land policy, conservation easements, private conservation, marine reserves, and biodiversity planning.
In the United States, the America the Beautiful initiative established a national framework emphasizing voluntary and locally led conservation across public, private, and Tribal lands and waters.
California has developed one of the most prominent state-level 30x30 programs. Its strategy combines existing protected areas with habitat acquisition, restoration, working lands, coastal conservation, biodiversity science, streamlined restoration permitting, and efforts to identify remaining gaps in ecological representation.
Canada has incorporated 30x30 into its national biodiversity strategy while emphasizing Indigenous-led conservation, Indigenous Protected and Conserved Areas, OECMs, national parks, marine conservation, ecological integrity, and new conservation financing.
Mexico is developing a national Target 3 roadmap involving protected areas, OECMs, community conservation, financing, and collaborative governance. Peru has connected its 30x30 efforts with protected-area management, marine and Andean ecosystems, and the recognition of OECMs. Colombia has achieved substantial marine conservation coverage while continuing to confront terrestrial challenges involving ecological representation and connectivity.
Australia is pursuing the target through protected areas, Indigenous Protected Areas, private conservation, OECMs, biodiversity markets, strategic acquisitions, and national biodiversity mapping. The United Kingdom is similarly attempting to distinguish land that is merely designated from areas that are actually managed in ways capable of delivering nature recovery.
Across Africa, community conservancies and locally governed conservation areas are increasingly discussed as essential mechanisms for expanding conservation without relying exclusively on government-run protected areas. Marine commitments and OECM programs are also emerging across the continent.
These examples demonstrate that there is no single institutional model for achieving 30x30.
Conservation Finance
Expanding protected and conserved areas requires substantial financial resources.
Land acquisition or legal designation represents only one portion of the cost. Conservation areas require long-term management, ecological monitoring, enforcement, restoration, scientific research, staff, community partnerships, infrastructure, and governance institutions.
The available material repeatedly identifies inadequate funding as one of the greatest risks to 30x30.
Without durable financing, governments could create large new conservation estates without providing the resources necessary to manage them effectively. This would increase the risk of nominal protection without corresponding biodiversity outcomes.
Funding strategies being used or proposed include government budgets, international biodiversity finance, philanthropic investment, conservation trust funds, debt and finance mechanisms, private conservation, biodiversity markets, and long-term project finance.
Major initiatives in Mexico, the Caribbean, Canada, Africa, the Pacific, and other regions demonstrate efforts to connect financial commitments directly with conservation expansion and management.
Community-led marine conservation also illustrates the economic dimension of 30x30. Successful conservation programs may protect fisheries, tourism, coastal protection, food security, and ecosystem services while creating financial incentives for long-term local stewardship.
Monitoring, Transparency, and Accountability
Credible measurement will determine whether 30x30 represents genuine ecological progress or primarily an expansion of conservation statistics.
Countries use different definitions of protected areas, OECMs, management effectiveness, and conservation status. These differences can make international comparisons difficult and create opportunities for overstating progress.
Researchers therefore advocate transparent reporting systems capable of measuring more than the number of hectares or square kilometers officially conserved.
Important indicators can include ecosystem condition, species populations, habitat representation, ecological connectivity, management effectiveness, governance quality, permanence of protection, and changes in conservation status.
Monitoring must also detect downgrading, downsizing, loss of protection, and deterioration inside existing conservation areas.
New biodiversity databases, remote sensing, spatial analysis, ecological indicators, and public conservation dashboards are increasingly being used to improve accountability.
The broader objective is to ensure that progress toward 30 percent reflects measurable conservation rather than simply administrative classification.
Criticism and Ongoing Debate
30x30 has attracted broad support within international conservation policy, but it has also generated substantial debate.
Supporters argue that rapid expansion of effectively conserved land and ocean is necessary to slow biodiversity loss, protect threatened species, maintain ecosystem services, improve ecological resilience, and preserve options for species adapting to climate change.
Critics question whether a global percentage target may oversimplify conservation priorities. Protecting inexpensive or remote areas can increase national statistics without necessarily protecting the species and ecosystems facing the greatest threats.
Another criticism concerns social justice. Conservation policies imposed without local participation can restrict access to land and natural resources, undermine livelihoods, or reproduce historical forms of exclusion and displacement.
Questions have also been raised about the economic and financial effects of setting aside increasingly large areas of land, particularly where conservation, agriculture, housing, energy development, forestry, mining, and climate policies compete for space.
The debate has therefore increasingly shifted from whether 30 percent should be conserved toward what counts as conservation, where conservation should occur, who governs conserved areas, who pays for them, who benefits, and whether biodiversity actually improves.
Beyond the Percentage Target
The emerging evidence suggests that the ultimate significance of 30x30 will depend less on whether governments can report exactly 30 percent coverage than on what happens within the areas included in that total.
Effective implementation requires conservation networks that contain important biodiversity, represent different ecosystems, remain connected across landscapes and seascapes, and receive sufficient management and financial support.
It also requires recognition that conservation landscapes are frequently inhabited, governed, or used by people. Indigenous Peoples, local communities, private landholders, municipalities, businesses, conservation organizations, and governments may all play roles in achieving lasting conservation outcomes.
OECMs and community conservation could substantially broaden participation and recognize biodiversity stewardship that occurs outside traditional parks. At the same time, credible standards and monitoring will be necessary to prevent weak conservation designations from being used merely to increase reported coverage.
Conclusion
The 30x30 initiative represents one of the most ambitious global efforts ever undertaken to expand the geographical scale of biodiversity conservation. Its adoption as part of the Kunming-Montreal Global Biodiversity Framework has transformed the protection of 30 percent of land and water by 2030 from an advocacy goal into a major international policy objective.
Yet the evidence surrounding implementation shows that the number 30 cannot by itself define success.
A successful 30x30 strategy must protect the right places, conserve biodiversity effectively, connect ecosystems, provide durable management and financing, recognize Indigenous and community stewardship, distribute benefits and costs fairly, and demonstrate measurable ecological results.
The central challenge between now and 2030 is therefore not simply to place more territory within conservation boundaries. It is to build conservation systems capable of maintaining biodiversity over the long term while respecting the people and communities whose lands, waters, livelihoods, and knowledge are inseparable from many of the ecosystems the initiative seeks to protect.
