Each objective listed should have its balancing downside listed alongside. All objectives have their price and should be clearly stated upfront. For example: "increased infrastructure spending/increased community investment".

Lets start with some objectives listed in the US Constitution.

Free Speech/creates injured parties

Freedom of Religion/creates conflicting objectives

Freedom of the press/creates dissemination of misinformation

Right to peaceably assemble/creates potential for rioting and intimidation of minorities

Right to government redress/creates bureaucratic mechanisms.
